In this Conversations on Groong episode, we’ll be talking about the
constitutionality of the Nov. 9 agreement signed as a ceasefire to end the
second war in Artsakh. We’ll also discuss constitutional protections for checks
and balances in the government of Armenia, and the case against former
presidents, from a high level.

As we’re nearing the One-year anniversary of the
November 9, 2020 ceasefire declaration, there remain
many unanswered questions around how Armenia failed, and why did the war
started? Was it even avoidable? Were the results a foregone conclusion? What is
the geopolitical significance of the Shushi declaration?

Mihran, at a high level can you explain the major causes of the start of
hostilities in September 2020. Why did Azerbaijan decide to start a war? And
could Armenian leadership have avoided or postponed the war and its terrible
outcome, which was registered in the November 9, 2021, tripartite statement?

What were some of the
failures in the diplomatic field in the lead-up to the war?

In the introduction of your
analysis, you refer to our enemies as the “Turkish-Azerbaijani federation” to
underscore the role of Turkey in the war?
We know that since the
mid-1990s, Turkey has provided Azerbaijan with diplomatic support and even
military support (through weapons sales). But when do you think, did senior
leadership in Turkey decide to actively support Azerbaijan’s decision to launch
a war and to commit fighting resources? When did Erdogan decide that blood of
Turkish soldiers will be spilled over Artsakh?
What was the significance of
the 4-day war in 2016? What lessons did Armenia draw from it and what lessons
were drawn by its enemies?
Let’s talk a little more about Armenia’s strategic partner, Russia. Outside of
the election of Nikol Pashinyan, what external regional geopolitical factors
contributed to Russian decisio- making in the lead up to the war? Were there
major differences in the landscape between 2016 and 2020 that altered Russian
thinking in terms of the level of support to provide to Armenia during the war?

While Turkey was not
officially a party to the tripartite Nov 2020 statement, there is no doubt that
Turkey is trying to reap the rewards from their joint venture with Azerbaijan.
Specifically, immediately
after the war, Turkey was made part of the joint Russian-Turkish monitoring
mission based on a memorandum of understanding between Russia and Turkey
itself.
We’ve seen Turkish
involvement in numerous areas post-war, starting from so-called
“reconstruction” of recently occupied Artsakh territory and ending with strong
diplomatic pressure on Armenia to open the so-called “Zangezur Corridor”.
Turkey and Azerbaijan signed
the Shushi Declaration to give a formal basis to their alliance. For our listeners, can you describe what are
the major components of this agreement and what threats do you see for the Armenian
side?
For the most part, Russia and
Iran have stayed quiet on the agreement. Russian officials went so far as to
say that Azerbaijan is an independent country, and it can cooperate militarily
with other countries.
What are the long-term
geopolitical goals of Russia and Iran, vis-a-vis the growing
Turkish-Azerbaijani alliance?
Թեև Թուրքիան պաշտոնապես չի եղել 2020 թվականի նոյեմբերի
եռակողմ հայտարարության մասնակից, կասկած չկա, որ Թուրքիան փորձում է օգուտ քաղել Ադրբեջանի
հետ համատեղ ձեռնարկությունից:
Մասնավորապես, պատերազմից անմիջապես հետո Թուրքիան
ներառվել է ռուս-թուրքական համատեղ դիտորդական առաքելության մեջ՝ Ռուսաստանի և Թուրքիայի
միջև հուշագրի հիման վրա։
Մենք տեսել ենք Թուրքիայի ներգրավվածությունը հետպատերազմյան
բազմաթիվ ոլորտներում՝ սկսած այսպես կոչված՝ վերջերս օկուպացված Արցախի տարածքի «վերակառուցումից»
և ավարտվելով Հայաստանի վրա դիվանագիտական ուժեղ ճնշումներով՝ այսպես կոչված «Զանգեզուրի

իրենց դաշինքին պաշտոնական հիմք տալու համար։ Մեր ունկնդիրների համար կարո՞ղ եք նկարագրել,
թե որոնք են այս համաձայնագրի հիմնական բաղադրիչները և ի՞նչ սպառնալիքներ եք տեսնում
հայկական կողմի համար։
Ռուսաստանն ու Իրանը մեծ մասամբ լռել են համաձայնագրի
շուրջ։ Ռուս պաշտոնյաներն այնքան հեռուն գնացին, որ ասացին, որ Ադրբեջանն անկախ երկիր
է, և նա կարող է ռազմական համագործակցել այլ երկրների հետ։
Որո՞նք են Ռուսաստանի և Իրանի երկարաժամկետ աշխարհաքաղաքական
նպատակները՝ ընդդեմ թուրք-ադրբեջանական աճող դաշինքի։
