Robert Markarian, who is an analyst who specializes and writes on
Armenia and Artsakh, with a special focus on Iran, its government
and foreign affairs. He is a graduate from Tehran University and has
published in journals such as Alik, Iranian
Diplomacy, IRAS (The Institute for Iran-Eurasia Studies), IPSC (International
Peace Studies Center) and The California Courier. Markarian has presented on
Iran, Armenia, and Artsakh, at conferences such as the Pan-Armenian
Conference of Political Scientists and International Relations Experts (November, 2012) and more. His articles in Armenian, Farsi

Discussion
Analysis of Platforms, Campaign Strategy, and Ability to Execute
Armenia
faces several simultaneous challenges.
Today,
we will look at 4 key issues:
● Security/Defense
● Economy and Social
● Artsakh
● Diaspora Relations
With
all these challenges in mind, we will look at the top parties based on the
recent MPG poll and try to answer the following questions:
● How does each party’s program address the subset of
key areas that we want to focus on: defense, Artsakh, economy, and Diaspora
relations?
● What capability and team does each party bring to
the table, going beyond the first face of each party.
● The performance of each party/alliance so far in
the campaign.

Defense / Security
With
the defeat in the Artsakh war, do we know what state our military is in today?
How much is required to replenish our supplies and how much extra is required
to acquire modern technology to ensure adequate defensive capability against
future provocations.
● What is the current expenditure on defense (as
percentage of budget)?
○ 16.7% according to EVNReport.
● How much should it be ideally?
○ Economist Vache Gabrielyan has said that we should work towards bringing our defense spending to
35% of the budget.
○ Do the party programs mention defense spending?
● Who can or should Armenia purchase weapons from in
the future? Can Armenia purchase drone technology from China?
Which
party has interesting proposals and strengths in this area?

Artsakh
As
part of the November 9 agreement, the Russian forces will be in Artsakh for 5
years at which time Azerbaijan can demand that the peacekeepers leave.
There are a lot of speculations about what could happen, and we should be ready
for the worst scenario, but what possible outcomes will await us 4.5 years from
now:
● Can Russia sign a separate (longer-term) agreement
with Azerbaijan?
● What happens if Azerbaijan-Russia relations
deteriorate? Can Russia refuse to leave?
● Which party/alliance can have the best ability to
influence or help navigate future turbulence in this area?
What
is the approach of each party towards the status of Artsakh?
● What is their approach towards Shushi/Hadrut?
● What is the approach on reinvigorating OSCE Minsk
Group?

In order to support our defense
needs and all the other areas mentioned required for a modern, educated,
technologically advanced Armenia, we require a strong economy.
What
is the economic policy of each party? What social policies do they propose, and
can they afford them, given the economy they will have and develop? Any
interesting proposals?
